TQM may have its good and bad stories in the history of the global quality movement. But one thing is clear: it is an alternative management science and a way of life. One of the most important tenets of total quality management or TQM is continuous improvement and this philosophically means that TQM evolves and continually improves its application. Continuous improvement is a process in itself and this equally means that TQM's evolution is not a random process but has a direction. The history of the Philippine quality movement follows what is similarly happening globally, with the United States as its benchmark. At this point in time, our current situation calls for a new paradigm, a new vision subsuming our old assumptions and values. It is time for TQM to evolve further to institutionalize a Quality Government or Q-Government. through the creation of the Total Quality Management Commission. We have overlooked that part of the need of passing through a watershed of history is the need to find fresh purposes. For the purposes that brought us thus far, by themselves alone, can no longer suffice as guiding theme for our future. It is time to create a TQM Commission for the Philippines.
This quality initiative was initiated by Integral Transformation Group, Inc., a management group that extends various quality management services and installation of TQM systems, ISO standards particularly ISO 9001-QMS. ITG-TheGroup, as how it is fondly called, is affiliated with various management groups and NGOs in the alternative movements. It was established as early as 1994.
