many years ago in the dot com boom there was a company called ideas.com which did exactly this.
Companies could offer to pay a prize for a problem they had and would pay for the ida they picked.
you could just post an idea(by function) and decide an amount to be received,and if anybody picked it up they would pay you.

Hopefully this time around this will be a boom Go for It.

Here are a few questions that your interesting idea evokes for me Yoni. Hopefully - these might be helpful as you write the hack, and I look forward to how you will develop this concept.
1 - How will ideas be packaged – and what will distinguish a saleable idea from ordinary insights?
2 - Who will set up and manage the system that collects and sells ideas?
3 - What criteria will exist to enlist and market the best ideas?
4 - How will it be determined what ideas are doable and what ideas would remain without implementation?
5 – Who will set the price for ideas and how will remuneration be exchanged?
