Developing Leaders--Which process do you use in your organization?

There is generally two ways that leadership succession is addressed.  The first is to make experiential opportunities available for randomly selected people in the organization.  The second is to first go through a formal process of correctly identifying those who already possess leadership traits and skills, and then strengthen those people.  Which process do you use, and why?  Eric Schillinger
