Layers of plans and time lags between decision making and approval

I see bureaucracy in my organization in... 

Decision making in relation to finalising plans and progressing action. it has to be approved through four layers, all of them inefficient and time poor.
Layers of plans that have to be considered in any decision that is made-there can be up to eight different plans that need to be addressed in a planning process. I am not sure that anyone has a clue on where they are heading/what they have achieved.

Bureaucracy makes my job harder or easier by... 

Time frame between deciding something and actually doing something-every step requires approval or process that takes time-considerable time lags
Duplication or more of processes operating on separate systems
Lack of tracking and reporting on activities and outcomes-too busy focused on antiquated modes of planning and reporting
